1998 rm250 good deal or no?

I'm currently looking to buy a 1998 rm250, I got him down to 1300 dollars, the bike is cosmetically mint and has just been rebuilt. Would 1300 dollars be a good deal for the bike and what should I know about it being that this will be my first dirt bike? Thank you in advance.
