So with the recent move buffs/nerfs, is a Dragonite with Steel Wing now useless?

I noticed that dragon breath is now 12 damage and so is steel wing. So dragon breath would be better both offensively and defensively due to STAB and that you can spam dragon breath on offense. This may also apply to different pokemon and moves but of course Dragonite is still king... for now.
