Can we talk about "Ratings Refresh" and the language used to describe it?

To me "getting their ratings permanently updated" indicates that players in your club will be updated. This is not concrete evidence, I'll admit it is heavy speculation, but I think that this would be a way for EA to truly "balance" the game however they like. Also, DOWNGRADES!!!!!
