Help! Trying to run a test of my system, no results!

I have not received my CPU yet but i wanted to plug some things in to make sure they are in working order. I read online that this would be just fine.

I plugged it in, and I expected the led fans to spin and flash for a second, but they didn't. I cant see any signs of life from my machine. Do i need to wait for the processor? Where should i start looking for issues?
