Statusbar clock stopped

Earlier today the clock in the status bar stopped updating for me. The system time was still being updated, but the instance in the status bar was frozen.

Toggling the auto update time setting refreshed the status bar clock to the current time, but it was not automatically updating. I could only think of a reboot to fix it. Hasn't happened again since then.

Could anyone explain to me how to report this bug? Would I need to take some kind of debug log? The process confuses me.
