Is there a way to test if a tomcat server is up and running?

Trying to connect to one with the URL, BufferedReader, and InputStreamReader methods although I do believe that the syntax of my application is correct. The webpage for the server contains the text: "description The requested resource is not available".

Anything I can do client-side-wise to connect with the server? Or is it likely a server-side issue?
