1963 bug project

I've got a 1963 vw beetle I'm fixing up with my dad its going to be my daily driver when its all finished. But I came to you guys because I need your help I don't know if I just want to knock the rust off of it and clear coat it or put a new coat of paint on it. I don't have a lot of money so if we paint it we are going to go cheap and go with tractor enamel witch I could buy two gallons of the stuff for around 60 bucks. I would like to have it close to the original color if I do paint it so I would have to mix the paints for a light blue but I'm not sure how good that's going to work out. A little bit of a background on what I'm doing with the rest of the bug to give you all a better perspective the 63 tops going on a newer pan a 65 to 71 I think with newer heater channels also not sure for what year off the top of my head early 70's I believe. Then I'm building a 2180cc stroker with lightened fly wheel using an AE block machining it out to fit the new crank, cam and jugs. Also doing some work the the dual port heads putting bigger valves and seats going to run and extra oil reservoir that bolts to the bottom also got new rods almost forgot all new bearings of course then new oil pump and gears for that and I've got some after market cheap but decent weber copies gonna run dual carb set up so I can get all the airflow I can get. Sorry if I have run on sentences and not enough commas. This is my first Reddit post and I'm not sure if I'm doing it right but worth a try if you guys have any questions ill do my best to answer and if you have any advice or wisdom to share with me I would greatly appreciate it.
