Windows 10 vs Windows 7 BotW performance (huge difference)

So I'm still dual-booting Windows 10 & Windows 7 for some reason (both on seperate SSD's)

Running a 4790k @ 4.5ghz, a GTX 1070 and 16gb ram

Can someone explain this to me?

I'm using the same drivers, including GPU drivers, on both OS

they both achieve pretty much the same scores on everything in Passmark (in margin of error)

Yet i can't get above 19 fps (other than in shrines) on Windows 10

On Windows 7 i get constant 20-30 fps almost everywhere

Edit: so apparently it's a problem with the shader cache, see the comments below
