Is it really the opinion of our Director of Finance that the best thing we can do with 1,477 dash is not create it?

You seem to know a better thing to do with it than not create it. So... why didn't you put in a proposal?
It's not my job.
The best thing we can do is to get more proposals. For this to happen, we need to lower proposal prices down to 0.1 DASH. We need more competition for every DASH in our budget!
Vote to decrease Dash proposals : https://www.dashcentral.org/p/Reduce_proposal_fees_to_dot1_DASH
That will create spam. Think about the masternodes who have to go through each proposal each month
You suggest an interesting theory. What evidence is there that we will get an excess of fluff proposals?
The 5 dash fee used to be less than 20 bucks. We never saw 100 proposals.
Let's test the theory.
As a happy medium, I predict somebody will propose a 1 Dash fee in the next budget cycle and it will pass.
The current fee is too damn high.
What makes you think it's up to him?
The Masternode owners voted and a couple of proposals just didn't pass. Bad ones too.
Oh, it looks like some proposals aren't passing. Maybe I should submit one of these other proposals I am sitting on because it's my fucking job.
Apparently you know of proposals no one else knows about. What are they and why can't they be covered by Evan's 200k Dash donation?
I would say it is at best a poor effort to only create enough proposals each month to spend the budget on the assumption that all of them will pass. Perhaps the finance director needs an assistant.
If he submitted more proposals and they ended up bumping an outside proposal, then there would be screams of "centralization!"
If he had any other opinion, I would be worried.
Fun fact! If we were to use all of the proposal money we had last month your Dash would be worth 10 cents less each total. Now for a 10 cent decrease I would hope to see an even bigger return on our budget proposal. If we don't get our 10 cents back every time and then some then we are wasting the funds. You might think it's not much. But it truly is

I thought it wasn't funded ?:

Their request, seemed to me, to be to big, to ambitious. And probably not Dash related enough, like funding the 'engineering project'

Not creating Dash unnecessarily is a good thing.
Sure, the question is if it the best thing we can do with it.
I see where you might be coming from. Its money we can use to accelerate development, so why don't we put it to use? What we have to consider is will devoting these unmanifested funds to a project simply because we're able to, deliver more value than waiting for something else that might be more promising? This of course is subjective. By not creating this money, the only thing lost is potential.
Now there's always the idea that we could create the money and set it aside to dip into later if need be. The thing is, if we aren't using the full amount now, would building up huge reserves of savings entice looser spending later? Maybe, maybe not. We could certainly fund a behemoth caliber project in one swoop if one were to come along. But personally, I like that we currently don't do that. It kind of keeps the network in check by working in smaller monthly payment increments. In the end I see it as being fiscally conservative and growing steadily vertical at the cost of growing quicker and laterally.
I'd recon it is. None of the proposals were considered good enough and there are no real plans to do something for Dash other than the proposals. If there are good ideas they would likely be proposals already.
The core proposals to pay people and expand the team were based on dash at ~$90 if nothing else we need the extra dash to fund those projects at the current price.
