Honestly if you just have all ranks of scrapper and just pick up everyone's weapons and armor (really only the ones with attachments on them e.g. Shadowed Braced leather right arm) and scrap that will do a lot of what you want. Then use highlighting part of the perk to make Adhesive and whatever else you want to glow. This will do a lot for you. As for a build give me a second and I will put something together for you to play with.

See, i went low on agility and i think i made a mistake... thanks for the insight.

To tell you the truth I Personally would have gone low agility as well if you had not said Blitz looked fun, so I wanted to make that available to you. If you did not want Blitz an easy change to make is have 9 Strength and 5 Agility, keep Action Boy/Girl, and change out Blitz for Rooted.
