Toweringman is the artist. They used to have their own site years ago, but shut it down due to personal reasons. Could probably find their art on the boorus.

They is a gender neutral pronoun (on top of being a group pronoun) - it can be used in place of 'he' or 'she', and many prefer it to the alternatives

Toweringman also did a lot of art for the Yuri Website 'Shoujoai.com', which, sadly, over the course of a few years, had multiple owner changes due to various circumstances, before, to my knowledge, shutting down.

Is there. Subreddit for this?

This was the biggest subreddit I was able to find for it: https://www.reddit.com/r/shrinkingwomen/
There are 12k pictures tagged minigirl on sankaku channel so that would be a good place to look for more: https://chan.sankakucomplex.com/?tags=minigirl&commit=Search

Great website. Know if any other good websites like this? For some reason it's kinda hard to find on google

Danbooru, Gelbooru, and Sankaku Channel are by far the biggest and best options.
I mainly use Gelbooru. But it has really aggressive ads, so for the love of all this is holy, use Adblock Plus and add @@||gelbooru.com/ads.js to your element hiding rules unless you want to be bombarded with really obnoxious ads.
Danbooru and Gelbooru are both pretty strict about not allowing western art unless it is exceptionally good (and even then generally don't allow it really.) Danbooru in general is more moderated and probably has on average higher quality pictures, though substantially fewer total than Gelbooru. But unless you donate you can only use 2 tags in a search on Danbooru. I haven't used Danbooru much due to the limitations so don't know too much about it.
Sankaku Channel allows western pictures and lets you search up to nine tags at once which is enough for most purposes. It is also a lot more user friendly than Gelbooru, for example it recommends tag names as you type in the search, and has more cool features like "users who liked this picture also liked" recommendations and such.
Haha, guess that was a lot of info. I'm really passionate about these kinds of sites so if you have any more questions I'd be happy to help.

Dude, what a great response! I forgot about Danbooru, I used to go there for Osaru Yuuen.
What exactly is western hentai again? I'm subscribed but still not quite sure. It looks like different coloring and less anime-y.
What are your recommendations for good artists and styles? I'm pretty unfamiliar with the categories, for example Toujin (I think that's what it was called), but I liked what I saw the other day from that category.
Also, where do I locate the hiding element?
Thank you again for your awesome response :)

I don't want to be the guy to say it, but someone has to.
Take notes, r/MegaTen.
