It's a picture. More specifically a jpeg. That's a type of format for pictures, commonly used on the internet. There are memes about this format, as well, including the beloved King of the Hill character, Hank Hill who asks what a "jpeg" is while slowly becoming more blocky.
This particular picture has to do with Persona 5 and seems to use the lyrics to make some sort of joke.
