Cores are permanently locked at 1958mhz max, cannot change it.

I'm on Franco Kernel, stock ROM, 7.0.0. I've tried downloading loads of apps, changing governors, everything. Just won't work. It resets itself every time i do it, instantly. So basically, my phone is always being 50% throttled, and whenever I'm 50% battery or less, I'm being 75% throttled due to 2 of the cores shutting down. Is there a fix for this? If there isn't, I'm genuinely considering just getting a different phone entirely.
