Linux server resource usage vs Windows server?

I'm looking for an opinion on specs for a basic node/golang webserver, CPU and RAM. i know that's a really broad question, but i have experience with Windows IIS servers and a feel for what kind of resource consumption they have and I'm trying to find how to translate that to linux servers.

Is there any rule of thumb with Linux servers for hardware? I know there are a lot of cloud options but I want to provision a linux machine in the same facility as the Windows one.

For example I'm running a Win 2012 Server with IIS including SQL Standard and it averages about 12GB of RAM usages and the CPU in the single digits spiking to 20%. It's a combination test/production web server running about 20 .Net MVC/API sites on IIS though currently the majority of the load comes from 4 sites. In March for example the 3 heaviest sites combined had 32k sessions, 75k page views. Yes, IIS and SQL are both running on the same machine and eventually that would change but it's not causing any issues at this point. This is on a E3-1230v2 (3.3Ghz Quad Core + HT) processor with 32 GB RAM.
