England->France->Roman Empire Game?

Hi,

I'm thinking about doing a new game to forge the Roman Empire. I've seen people start as France, but I'm wondering about starting as England, getting the PU on France, annexing Scotland, and then culture shifting over. It seems like France & England would give you a good start on this.
