Ticket Counter Question

Are the players in the Ticket Counter part the same for all players regardless of if you're bronze/silver/gold/diamond?
I ask because it says "unlocked at level x" on a bronze shield, so I wondered if once you go above bronze 100 the players are different?

Thanks
