[S03E19] Cisco's power is really confusing?

In the previous episodes, Cisco could open up a wormhole to any place or time. In this episode, when killer frost was chasing him and he was locked inside Starlabs, he could've simply open a way out to another place/dimension. Why didn't he do that?
