First Build for competitive gaming 1440/144 Free Sync (Dota 2/Overwatch/Battelrite etc.)
I am looking to build my first gaming PC. As title states, I am mostly playing competitive mobas/pvp arena games, which are not as demanding as the AAA titles.
Since I am planning to play not super demanding games, I want my rig to be able to maintain a high fps (120+) on 1440 on high-max settings in games like Dota 2 etc. I am okay with tuning down some settings.
My budget is around $1000, which should include a 24-27" 1440/144 Free Sync Monitor.
The build is for U.S.
Here is my approximate draft of a build. https://pcpartpicker.com/list/8ZLnJV PCPartPicker part list / Price breakdown by merchant

I am looking for suggestions regarding all the parts in the list, and I would like to bring the price closer to $1000. I want to hear your opinion regarding going with Intel or maybe a ryzen 1500 CPU. I live in Florida, so ambient temps are pretty high, so I need to make sure that the system is running cool. I am trying to go with the AMD GPU so that I can get into an affordable 1440/144 FS Monitor experience.
Is it even worth it considering buying a used GPU? I have an offer for a MSI R9 390 Gaming X 8GB for $150. How does that compare to 580/480? Also, do you think that there will be a significant price drop in this range of GPUs after vega's full reveal?
Also, I am open for a good monitor suggestions, since the partpicker list didn't really have a very good selection. My main concern that the monitor is 24-28" 1440/144 with full range free sync (up to 144hz). It can be either TN or IPS, but I would prefer that it be monitor with decent colors (i've heard some TNs have problems with that, but there are some better TN panels that don't).
Please let me know if you have any other questions, and thanks for any help you can give.
