Top and bottom of a wheel of a car's velocity relativity question

Question

Hey, I haven't taken any physics classes yet but I have a fundamental idea of relativity. My math teacher just said the speed of a wheel of a car is actually twice as fast as the bottom, and relative to the earth, the bottom of the wheel as it touches the ground is motionless as long as it doesn't skid. But from what I understand, from the perspective of a person watching the car from the side of the road, the top and the bottom of the wheel should turn at the same speed, right? But the speed of the wheel spinning would be different from the velocity of the car moving forward at x mph.
