Musicians of NYC, Can you practice at home?

Hey fellow NYC musicians, I've heard rumours that certain areas in New York are more friendly (or tolerant) towards people practicing i.e. Washington heights and Harlem. Is this true? Are there riders or by laws protecting musicians rights to make noise?
