Do enemies in palaces scale with your level? (SPOILERS)

I want to farm the reaper on flu season but I also dont want to get overpowered and just breeze through the rest of the game. Im at the end of sae's palace where you've got to wait to send her calling card and my partys about lvl 62 after 1 reaper kill. If I kill him once more ill probably be around lvl 70. Is that too op? Also dont think I got the item from him that you need for ng+ first time I killed him.
