Am i the only one that cant join an operation?

Six times in a row i would load up an operation (DLC and base game) and end up joining an empty game. On the seventh attempt i got put into a game that only lasted a few minutes until we lost (I assume somebody left just before losing and i got their spot). Is anybody else having this problem?
