[Spoilers] Did Action Comics 978 just indirectly hint towards one of Mr. Oz's Prisoners?

With the clarification of Superman's new updated timeline, there doesn't seem to be a time in which Superman and Wonder Woman's relationship could have happened. Because of this being related to, if not the cause of, Booster Gold's disappearance, I would like to think that this would have caused him to spring back into existence. But even more likely, I think that he can't come back because he's one of the mystery prisoners, and this would make sense being that his role of protecting the timeline would likely be in direct opposition to the force that's making these alterations. Thoughts?
