2012 CBR 250r first bike?

Been looking around for a bike for a while, found a 2012 CBR 250r for sale near me. Going to test drive it in a few hours. Asking price is 2.5k but my budget is hard capped at 2k until the end of summer, we are also going to negotiate the price. I'm in college at a huge downtown Campus, almost all city or neighborhood streets. It has a few minor mods such as light strips replacing front turn signals and additional diving lights, but nothing major listed on the postings. What should I look for while testing it, and is it a good starter? I also have a 2007 Ninja 600 that I'm interested in and have negotiated to 2k, but I can't pick it up for 3 weeks and it may be purchased by someone else before then and I feel like the CBR would be easier to upgrade since it's a newer bike.
