Advice for getting tetracycline to Alaska

Alright, I have a betta whos been dealing with pop eye for weeks. I've tried treating with Maracyn 2, it made the eye cloudy but no real improvement. Hes in a very fresh and clean tank, lots of water changes to keep it pristine. Hes eating and swimming just fine still. It was suggested that tetracycline is a better medicine, I have tried Amazon, Ebay, any many other websites. I can't get most places to ship to AK, and 0 places will ship API T.C. tetracycline to me. I have no idea why, maybe because its an antibiotic? Does anyone have any advice on how to get it here, or an alternative medicine I can try? I feel terrible for my fish with this dragging on so long.
