Chrome Extensions and Windows 10

I upgraded from Windows 7 to Windows 10 and when I try and add an extension in Chrome the confirmation dialog doesn't show. If I click around it behaves as if the dialog is there by sounding the computer beep but I just can't see it. The Add To Chrome button changes to Checking and remains there until I hit the ESC key then it reverts back to Add to Chrome. I didn't have any problems with this until I upgraded to WIN 10. I got a new hard drive and installed a fresh copy of WIN 7 and applied all the MS updates. Then I installed Chrome and added all the extensions I wanted and everything was fine. I didn't install any other software. Then I did the WIN 10 upgrade and applied all the updates. All my extensions I added were still there and enabled and I can disable and re-enable them with no problems. But since doing the upgrade to WIN 10 I can no longer add extensions and it seems as if something is blocking the dialog that is supposed to show after clicking Add to Chrome and that's preventing me from clicking the button to add the extension. My version of Chrome on both my WIN 7 and WIN 10 machine is the most current one at 58.0.3029.81. I have been all over the Internet searching for an answer and anything I did find that might correct the problem doesn't work. I've tried running Chrome in WIN 7 compatibility mode as well as as an Administrator. Thus far nothing I've tried has worked. So I am reaching out you to you guru's on Reddit and hoping someone else experienced this issue and can offer me a solution. And by the way, I installed FireFox and had no problems with that and I would say the heck with Chrome but I need the Signal Private Messenger extension that only comes with Chrome because that is my messenger of choice and even though it's on my phone it's really nice having the desktop version for long texts.
