Question about about limited edition prints

Assume that a photographer has printed some copies of a photo on high quality archival paper at 24*36" and indicated that it was a limited edition of 50 prints and signed each one.

Could that photographer also produce that image in a different lower quality medium? E.g. have that image featured in a magazine?
