Lumber and milk tariffs? I thought that NAFTA eliminated those between the USA, Canada, and Mexico?

I'm confused by this talk about the lumber tariffs between the USA and Canada, and I heard mention of some milk tariff as well. But wasn't a key part of NAFTA the elimination of tariffs between these three countries?
