Confused about rabies shot requirement when bringing dog/cat from abroad

Grandma that lived overseas passed away and we are bringing her cat and dog state side to live with us. I'm confused as to what the CDC is saying in regards to the rabies requirement:

your dog will need to wait for 30 days after its rabies vaccination if it was not vaccinated prior to the shot or its previously vaccination had expired.

adult dogs older than 15 months of age that have previously received a rabies vaccination given no eralier than 3 month of age and that has since expired may be imported immediately following booster vaccination without the need to wait for 30 days

So is there two things we are talking about: a vaccine and a booster? She was supposed to have her shot in February but only got it two weeks ago. Not sure what shot that was, a booster or vaccine? Is she subject to having to wait 30 days or not?
