Need new computer to run this game. Suggestions?

Hey guys!

My laptop (a Lenovo X220 Tablet) is starting to reach the end of its life to where I can't play this game without my computer reaching over 95°C. Its been a good little trooper, even though it runs at potato quality settings, but its time to upgrade to a desktop.

I've got a friend of mine helping me build it. He's got some parts in mind of what I'd need, but I was wondering if you guys had any suggestions.

I'd like to get this game to run smoothly (like around least 30fps) at medium tier graphics. Budget runs about 1k if that helps.

Edit: I seem to have failed to mention the purpose of this new computer. It will be completely replacing my laptop as my primary computer for both personal (Video streaming & gaming) and work/school (Autodesk Inventor & Photoshop) use. It can either be a laptop or desktop makes no difference to me. I don't have a monitor so I'd have to get one that runs 1080p. Thanks to those who've pointed that out and thanks for the suggestions.
