[PA] Neighbor is overprotective of his car, intentionally setting off alarm, yelling at kids, and putting cones in the street
This is in Philly. My neighbor is an elderly man who absolutely loves his car. He almost never drives it but washes it 2-3 times a week. He spray painted the street outside his house with a "no parking" box, and leaves cones in his spot when he leaves.
The big problem I've got with this is that he intentionally sets off his alarm to scare people away. It would be hard to prove that it's intentional, but his alarm goes off when there's no noise, no animals, no cars, nothing that would set it off. Often, it'll go off when young men are walking toward it (like 20ft away), and he won't silence it until they've walked past. It never goes off for more than a minute, so I think he's safe from most noise violations I saw when googling this, but it's annoying nonetheless.
He lives next to a playground, so there's a lot of kids, and he'll go outside on his porch and watch his car. At least once a week, he yells at kids that play too close to the car, and once shouted for 20min because a kid threw some dirt at it. I spoke to him to ask him to tone it down, and he told me to fuck off.
Essentially, the guy is aggressive, paranoid, and a nuisance. Is there any action I can take against him? We don't have an HOA or anything. We're a quiet neighborhood on the edge of a high crime area, so I don't know if it's "worth the time" for city police.
