USPS Delivered to wrong state

Hi, I recently bought something from r/hardwareswap and paid via paypal and when the guy sent me the tracking number for it and at first it all looked good but when I checked it this morning it says out for delivery and then eventually it said delivered to parcel locker. But it has been delivered to Silver Springs, MD when I live in Independence, IA. I've tried calling the USPS customer support and got put on hold and I am now waiting for them to call me back. I just want to get this fixed before someone else claims my package.
