Apartment Did Not Meet Code When Built (TX)

Howdy Y'all,

I've been renting an apartment for almost a year now and have been fed up with things I've noticed. The apartment complex was built in the city boundaries under the 2009 IECC. I believe I've found several completely illegal things wrong with the apartment- and knowing builders- it's probably wrong with every other apartment in the complex too.

  1. The return plenum of the HVAC system is actually the subfloor between my apartment and the one upstairs.

  2. The supply ducts run through the subfloor...which is actually the return plenum.

  3. The ASHP HVAC system is not supposed to be installed in our region according to the manufacturer.

  4. I've done an air infiltration and duct leakage test and I believe I have evidence that the apartments are not actually fire sealed properly so if a fire starts somewhere else it can easily spread from apartment to apartment.

There are a couple other things I've noticed around the complex:

-) Birds have nested on the sprinkler systems on the porches, completely covering them up in some cases

-) Birds are nesting in the dryer vents to the outside, there is no cage preventing them from getting into the vent and blocking it

Considering this apartment is in the city boundaries and is not meeting fire safety or the original code is was built under, is there anything I can do to get the property management company to fix things?
