Choosing a school based on money offerred or quality?

So I have been accepted to 2 schools. School A offers a half tuition scholarship but is a new school (I would be the 4th entering class) so I have no info regarding placement and other indicators of quality. School B offers nothing financially except loans but is a well ranked school with a history of prestigous placements. What do I do? Pros and cons of each?
