Strange scheduling issue.

I'm trying to create a schedule for my daughters ipod. I have the schedule created, and I've created two rules; a block rule and an allow rule. I used "any" for the protocol for both rules. The allow rule has the schedule selected that I created before. I have the block rule at the top of the list, with the allow rule further down the list.

Also, I did create a static mapping for the device.

The issue that I'm having is that the device is always blocked. I tried reversing their order on the rules page but that didn't help. If I disable the block rule the device goes right online and works without issue. Not that it would matter, but I did try changing the protocol to TCP/UDP for both rules, but that didn't make a difference either.
