Question about negotiating a higher salary

Hello, I am a graduate student and was offered a paid summer internship with the university I attend.

I was offered a wage (13.50/hr, 20 hours per week) that is manageable but far from ideal considering I want to take a course over the summer.

What would be the best strategy for trying to negotiate a higher wage?

My plan was to ask for 17/hr with the assumption of meeting halfway but would also asking to cover the cost of the summer course be asking for too much?
