Windows 10 stuttering/fps drop

I built a computer several months ago and everything was running smoothly until this weekend. I noticed that the computer began to randomly stutter on anything from something like HOTS or WoW, to streaming youtube videos, or even an audio skype call. I've tried to trouble shoot the issue and so far have been unsuccessful. I've done the following:

Since the issue occured across several platforms I ruled out a software issue for the time being.

Isolated graphics performance by running 3dmark benchmarks and Furmark. I didn't notice any stuttering during these.

Tried swapping in a different router to see if it was a router issue. The issue persisted

Ran a bunch of tracert to various IPs and noticed some that wouldn't complete. Spoke with ISP and had a tech fix the issue causing that but the problem still exists.

Tried reverting the video card oc but the problem still existed

Disabled the gfx card and ran with onboard graphics and the same issue still occured.

Tried reseating the ram and the problem still exists.

I'm currently running: i7-6700k @4.6ghz 64 gb ddr4-3200 gskillz trident Z gtx 1080 - 200mhz core and 500mhz vram oc with hybrid cooler 500gb samsung 840 evo 6tb WD black HD corsair h100gtx cooler on cpu seasonic 850w psu don't remember the specific model off the top of my head).

The only thing I can think of still is testing each ram stick individually to see if there is a faulty ram stick. Aside from that it seems that it would be a problem with the mobo or CPU and I don't have alternatives to swap in. Anybody else have any idea as to what might have randomly caused this problem?
