Basilo escort not attacking

Question for you guys. I can't seem to get my small fleet of Basilo's to attack anything in deep water. I can control the one I'm riding but the others just follow and watch me defend myself from the horrors of the deep.

I know they're not supposed to be in the depths but is it intentional that they will not engage an enemy in deep water regardless of aggression level?
