My taxes were lost in the mail. What are my options?

I sent my taxes in February and I thought it was odd that I haven't received my returns yet, which means they must've gotten lost in the mail. What do I do? Do I re-file? I'm trying to contact the IRS phone line but wait times are over 2 hours.
