How can I start a recycling program in my town?

I live in a very small town (a little over 1,000 people) and when I moved here, I was baffled by the fact that we don't have any way to recycle. We simply throw it all away, which is such a waste to me. I'm a junior in high school, so I know I will likely need assistance from adults, but how can one start a recycling program in their town??
