... the guy asks why he was pulled over.

The cop says "you were driving at 70 in a 60 zone"

Guy says "But all the cars were driving at 70, why stop me?"

"Did you ever go fishing?" asks the cop.

"Huh, yeah sure. Why?

"Did you ever catch all the fish?"
