How to get underclock to stick

I'm trying to underclock (reduce the max CPU frequency) my 6p, not for battery life (I know, I know pointless) but because it gets so fucking hot.

But every time I have tried it seems like the clock settings are completely ignored. I am using ElementalX and its app.
