Any fellow mod developers willing to help?

I have been working on a mod for a little while now. I, however, have a question for any fellow mod developers here who are willing to help. So far my mod adds a modded duffelbag to the game, but it can only be obtained by pressing NumPad 1. How do I make the modded duffelbag spawn naturally in the game, so people can find it. I want to achieve this without modifying base game files, as this mod will be released on steam workshop. Any mod developers willing to help?
