Looking for feedback on resume that is not getting interviews

For the past year I have been applying to jobs and have been unable to even get to an interview in any company at the level I should be. I can only assume that my resume needs some TLC. I have created an anonomized version on google drive here. Any advice is appreciated as I really want to leave the two jobs I currently have working 70+ hours a week.
