How to create a dropdown list in column 3 from column 1 when text in column 2 is true?

Solved

I've been searching for a while and can't find the exact scenario I have. Basically, =FILTER(A2:A200, B2:B200) would work but I'm getting an error because my data is non-boolean text, not numbers. What are some other functions I can use to achieve this?

Here's what I'm trying to do. In column 1, I have a list of 200 network devices. When I enter the device's MAC address in column 2, I want the network device to be available in a dropdown list in column 3.

Example sheet can be found here https://docs.google.com/spreadsheets/d/1epCyaSTC_takmwrIBYdVHrmEV81QqIFgry4xZ3aNeew/edit?usp=sharing

Edit: I guess, while we're looking at this, another function I'd like is to eliminate a device from the dropdown list once it's been selected in a cell.
