Neighbor Keeps Banging on The Walls...What Can I do?

Hello reddit, I was wondering if you could help me out. There's elderly woman above the age of 65 who lives in the apartment upstairs who keeps banging on the walls between the hours of 1130 pm to sometimes 530 am in the morning.

Sometimes, banging while shouting terrible obscenities. This despicable tenant claims that she hears snoring, which no other family in the building could here from another neighbor who lives next door and that's why she bangs. It's been going on for over a year...it disturbs my family and two other families. We tried to talk it out multiple times with her to no avail as well.

The landlord almost got her evicted recently on the basis that she wasn't paying her rent, however she managed to get the one-shot deal and was allowed to move back in. I've made numerous complaints to 311 to no avail, because when the cops do show up they're not able to get access to her apartment. She's a recluse and a hoarder.

What are our options? What can myself and the other decent tenants do to get her out of her apartment or force her to stop? Anything court wise? Anything at the precinct? Please give me some insight. Thank you, we are all literally losing our minds.
