What is up with all the baleful WLs?

So recently I've noticed that 50% of WLs i find in f8 or even the ns discord have baleful... Like why the fuck do people do that? The game even indirectly recommends getting seraph since the weapon evolution windows defaults to the seraphs upgrade from true ivorymoon.

Did baleful get buffed for WLs or are people just being retarded?
