Citizens should have the ability to upload these pictures to their local precinct to be ticketed. So long as the infraction is clear and the license plate is clear, kind of like those red light intersection cameras.
I would still upload it to their Twitter, Facebook and any other social media site they have. It's a picture taken in public so you have every right to do it.
