Map rotation: The Triggering (I think I know how to solve ithis problem)
Well, I guess most people said so already, even though I like the map rotation since it makes me shift playstyle on a go, I will add my 5 cents to riot - We, the people, are already tired of getting only Hanamura, Braxis, Infernal Shrines and those dreaded towers of DOOM!
But I think problem goes beyond current probability of getting X map. I think complete, not controlled in any way randomness is root of the problem. We already have champion bans (not enough, with current roster and Blizz giving away 20 characters we could easily get now at lesst 3 bans per team now and it would help a ton), how about giving us ability to ban maps?
But how to implement it, right? Well, I'm looking at 2 options - every party(1-5 people) entering q gets to ban 2 maps; solo player gets to ban 1 map, 2-4 ban 2 maps, full party can ban 3. This way we can also eliminate that joy of landing on worst map or our characters(my friend went berserk every time he would get Hanamura while playing Hammer). Solution like that would also provide data what maps people like, maybe those more often banned need some fixes? I am aware that this might make q's longer so probably this would be best solution for Unranked/Ranked, leaving Quick Q, you know, still quick, making these modes with bans also more appealing in certain way.
Oh, while I'm at it - ToD needs rework. And Pajamathur needs monstrosity with at least pajama, or make it a teddybear(much important balance change!).

A map veto is almost certainly never going to be implemented.
Adding that kind of variable would be like taking the current matchmaking algorithm and then slowly coating the internal mechanisms of the machine that runs it it in sticky syrup.
There are already 13 maps and there are going to be more. Even if each player could only ban 3 then that causes a huge number of comparisons and failed matchups.
13 maps, as you said, yet I constantly see only 5 or so. I would see atm many bans overlapping meaning waiting time should not increase too much and the more maps are implemented, the more such tool will be required, especially for ranked mode in my opinion. CS, SC2, WOW already have tools for controlling map draws, why can't we?
WoW has tools for controlling map draws and it causes horrible problems with the matchmaking, despite having a smaller map pool.
That's why I don't think they will implement one. They've done it in another game, and it was a bad move.
If "people would all ban the same map anyway" then there's no need for bans, instead they just need to fix those maps.
