Tim Rifat is correct that solely shielding the electric field can shield synthetic telepathy and RNM.
So why is E-field so important anyway? Quite simply E-field is the easiest part of the mind-control system to tackle .. I will explain why. A radio wave is made up of two components, an electric field (the e-field) and a magnetic field. Both work together, if either the e-field or magnetic field properties are disrupted in some way the mind control system will fail massively and the mind control's system operators life will be made a complete misery.
How to verify wool or carbon welding blankets can shield recording of brain signals is:
(1) The torturers stopped suppressing the target's thoughts that they do not like by immediately shocking the target with a laser;
(2) No street theatre of people repeating out loud what the target thought. FFCHS/PACTS/ Robert Duncan TI types have reported this type of street theatre.
(3) Reduced mental stress. Hyperactivity in the cerebral cortex becomes normalized.
Wearing two thick long 100% wool caps shields RNM (silent speech and decoding visual images) from the target to the computer interface and synthetic telepathy from the target to the computer interface.
RNM can but not always feels like tingling on the top of the head. Thick wool, especially when wet, attenuates tingling.

Wool does not shield medium to high pulsing which would be brain zapping. Wool does not shield brain zapping, laser, being knocked out, being put to sleep, ultrasound hearing, blast to the brain and heavy pressure on the top of the brain induced by magnetic near field.
While head is upright, just the top of the head needs to be shielded. Though radar can shoot horizontally, for some unknown reason, radar shoots straight down to perform RNM and synthetic telepathy While lying down to sleep, the top of the head and ears need to be shielded. Some caps that are wool blends are advertised as wool. Read the descriptions. Caps need to be 100% wool.
If the caps are the same color, wearing two is not that noticeable. Wearing a wool cap looks normal in the winter. During the winter, a wool cap keeps head warm. During the spring, wearing the cap does not make the head hot.
12 inch long wool caps
The cap needs to be long to cover the ears. The longest wool cap is 12 inches long. A Wigwam Mills Worsted Wool Ribbed Watchcap is 12 inches long.

However, the caps do not remain on the ears throughout the day. The caps tend to bunch up on the top exposing the ears because they are narrow. RNM can be performed via the ears. Being two layers of thick wool, the cap will stretch if pulled down over the ears several times. This is the best wool cap I have tested. The wool is warm and not scratchy.
Wearing an Australian outback hat or a Russian aviator helmet on top of the two caps will prevent the caps from bunching up.
Sherpa cap from Nepal
Two sherpa 100% wool caps with ear flaps and tie strings from Nepal. Tie underneath the chin to keep the ears covered. If there is a tassel at the top, cut it off so two caps can be worn.
Beware of false advertising. On June 4, 2017, I went to a Nepalese store. I asked to see the Sherpa caps. They had a synthetic fabric lining. All of them except one were too small. I have a normal size head. The store keeper misrepresented the caps will stretch. Whereas, the synthetic fabric lining will prevent the wool from stretching.
Reading comments on Amazon gives the impression the caps run small. I cannot find any 100% wool caps that are large or for men. Men's caps would be larger than women's caps.
Online caps are advertised as 100% wool that are not. Some have a polyester lining. Seller Nirvana Designs described caps as 100% wool with fleece lining. Dictionaries define fleece as wool. Elsewhere on the webpage fleece is described as polar fleece but no description of polar fleece. A search engine defined polar fleece as:

The cap runs small. I have an average size head but the cap is small on me. The wool chin straps are scratchy underneath the chin. I returned it.

Unlike advertisements for Sherpa caps, some advertisements for chullo caps actually specify the dimensions. The largest I found is 10 inches wide. Sold by Alpaca Warehouse. But customers complained the cap was too thin. Wool needs to be thick to shield.

Beware of 100% alpaca wool blend. Since the blend is not specified, it could contain synthetic acrylic. Men's caps are larger than women's caps. Alpakaandmore manufactures a 100% alpaca men's cap. However, a customer complained the cap was thin. Wool needs to be thick.
Russian Aviator Helmet
A russian aviator helmet is as thick as two wool caps. However, the ear flaps are not flush to the ear unless the tie straps are tightly tied. The advantage of a XXL Russian aviator helmet is that it is large enough to hold a wet clay pack or a bag of charcoal briquettes. Whereas, the wool caps are not large enough to pack shielding in side. Packing shielding inside the russian aviator helmet causes the ear flaps to not lie directly on the ears. If you need to wear shielding for brain zapping, wear a wool cap underneath the helmet.

If the ear drums are being lasered, place a wet clay pack over each ear. The Wigwam wool caps will hold a eye mask by the ear but not a 4 1/2 inch round clay pack. Russian aviator helmet does not hold clay pack against ear.
There are many materials that shield RNM and synthetic telepathy. See the Shielding: RNM wiki. The torturers have retaliated for wearing them by applying heavy pressure on the top of the head. Magnetic near field is very difficult to attenuate. When I continue to wear brain shielding while awake, the heavy pressure gives me a headache and difficulty concentrating. The torturers force me to remove the brain shielding. Surprisingly, there has been no heavy pressure while wearing the two caps. Why? Wool does not shield magnetic near fields.
